The EU External Investment Plan

Shanaz Patel is an experienced professional in the areas of development finance, asset management, business development and M&A activities in the Iberia Peninsula, Brazil, Africa and the Middle East. Extensive track-record in originating and managing high profile M&A deals, large scale greenfield projects and improving asset performance.

In April 2018, was invited to join the European Commission’s DG DEVCO as a Financial Expert and advise the Investment and Innovative Financing Unit and the EIP Secretariat in the coordination, implementation and management of the EIP and EFSD, in particular the EFSD Guarantee, an innovative guarantee instrument for private investment and a central element of the plan.

The Directorate General for International Cooperation and Development – EuropeAid (DG DEVCO) is responsible for designing EU development policies and for the implementation of the Commission´s external aid instruments. The EU External Investment Plan (EIP) is a new EU initiative launched in 2017, designed to attract more investments in particular from private investors, into countries near the EU and Africa. It is expected to leverage €44 billion of investment through an initial EU input of €4.1 billion by 2020. Part of the EIP is the European Fund for Sustainable Development (EFSD), which comprises blending instruments and the EFSD Guarantee.
